Bug? Mesh doesn't scan for channel

Hi All,

If I start the mesh with the correct ssid & password but an incorrect channel number it fails to connect to the router but does not do a channel scan. In my scenario, I store the channel (along with the ssid and password) in nvs and use this the next time it starts. If the router happens to have changed channel since I last stored it, it fails to start.

It attempts to connect to the router with the details give around 60 times before failing but I would have thought it would have attempted a number of times then initiated a channel scan in case? I have set allow_channel_switch = true;

Is this a bug or expected behaviour?
