ESP-MATTER light example - CONFIG_ENABLE_TEST_SETUP_PARAMS error

When I try to use factory partition for commissioning, I turned off 'Enable Test Setup Parameters' option. But during building, ninja make an error. Error contents is below. How can I resolve this ?
