ESP. BLE implementation with ESP-WROOM-32

In ESP-BLE-MESH programming guid it is mention that ble mesh can be implemented with ESP32-DevKitC and ESP-WROVER-KIT. But the DevKitC doesn't includes the ESP-WROOM-32. I want to know that ble mesh implementation is possible with WROOM-32 is possible or not
