Thanks to the folks at Blynk.cc you can use your dev-C board (and others I expect) with the esp32 Arduino support and Blynk. Get their latest Arduino library here - https://github.com/blynkkk/blynk-library
I was able to connect with the Blynk iPhone app (selected esp8266 as target device) and blinked a led on io5.
