What is the purpose of the heart_measurement_ccc buffer?

I am trying to understand the notification part of the example in the link below. What is the purpose of the heart_measurement_ccc buffer? Is it used in any way? It doesn't seem to change when I write to the IDX_CHAR_CFG_A attribute or when I turn notifications on and off. Always stays at zero.
