ESP32 Module Pre-Certified for Portable Applications?

I am designing a consumer product (think some AI version of a "walkie talkie") for the US market and am looking to leverage a per-certified module from Espressif to avoid expensive compliance testing. I thought I was in the clear but when consulting with a representative from my local test lab, he informed me that this product was considered a "portable" and that the module I was considering, ESP32-S3-MINI-1, would require exposure (SAR) testing. Unfortunately, this wont be possible on the timeline the client desires.

I've looked at the ESP32-C3 and PICO modules whose certifications have similar language.

Does anyone know if there is a ESP module that is Wifi + Bluetooth capable AND per-approved for portable applications?
