Root Mac Address Not Getting in Nodes

Hello,

My scenario is,

1. Root node is layer 1,
2. Second node is layer 2
3. Third node is layer 3

In this scenario Root node(layer 1) sent broadcast message received in layer 3 has the layer 2 Mac address and not layer 1 Mac address! (It's a down stream communication).
Why this is happening?
