Every Matter device must have a unique QR code for commissioning

I am very new to Matter. My question is regarding the commissioning of Matter devices onto an eco-system by using QR codes.

My understanding is that each device must have a unique QR code.

Why is it that in the documentation here regarding commissioning :

I can use this same QR code that everyone else is using?

Is it because of the same vendor ID and product ID ? If so, how is this secure? Thanks in advance.
