Read/Write efuse via jtag

Hello,
Is it possible to read/write esp32 efuse using jtag? The reason why I'm struggling with this is that the project wasn't designed to be flashed via uart and all of the pins are used in different way. Project is assembled on custom pcb board and thus I don't have access to uart pins. Does anybody have some experience with similar problems? Thank you in advance.
