Can gatt_client scan the device without install gatt_server

Can gatt_client scan the device without install gatt_server? I try a lot of device include HUAWEI p10 ,MEIZU 5, and a vice box ,none of them can be found by gatt_client . But bt_discovery demo can find all of them . It can be sure the HUAWEI p10 support BT4.2 and BLE
