Getting a baud rate of 300kHz on ESP32-S3FH4R2 design with 40mhz crystal

Hello,

I am working on a PCB design for the ESP32-S3FH4R2. I am using a 40mhz crystal (8Z40000017) with +/-10ppm and 12pF of load capacitance. When I try to get serial logs from an unprogrammed device I am seeing a baud rate of roughly 300khz from the chip rather than the expected 115200 baud rate I see when using the S3 module.

I have also tried using one of the crystal from the S3 module and still obsereved the baud rate from the chip to be around 300khz.

I am unable to program the device using the ESP-prog tool as well.

I am curious if anyone has seen this issue before or has any troubleshooting ideas.
