I want to use an Anritsu MT8860C to verify the the rf settings by measuring output power and EVM values for different rates. However, when testing using the Anritsu MT8860C the esp32 will not follow the supported rates information element (IE) set in the AP beacon. The supported rates IE is the way the Anritsu (or any AP) informs stations which rates to use. Since the rate used by the esp32 can not be set by the instrument measurements can only be performed for 11Mbps rate.
Is this a known problem and is there a workaround or suggested test method to verify the rf settings (esp_phy_init_data_t) for an esp32 device?

Yes, this is a known issue. By now, ESP32 only support switch among 11b / 11g / 11n.
