Solved.

Though the document
https://github.com/espressif/esp-idf/tr ... pendencies
doesn't specify say so, on a Windows system you need to run
.\install.bat
rather than
bash install.sh --enable-pytest

Using .\install.bat the script completed without error.

Update: I realized that I had not run

.\export.bat
Those commands completed without error, but after doing so, I still get "No module named 'google'" as described in the original post.

The more things that can wake the processor from sleep, the better. One that I've not seen anywhere is a "sleepy UART" mode that draws almost no current until a start bit is seen, then proceeds to capture the entire first byte as it wakes the processor.
