Take a good look at how your CP2104 is connected... if any, REGIN should be connected to Vbus, not 3.3V. Yes boarchuz, they are correct. I even tested by interchanging the D+ and D- in the USB cable externally too. Even then it did not recognize the chip. I'm not knowing why it isn't working.
